WhiteListed Gangs Robbing

Whitelisted gang members should be able to rob any person in the city wether they are whitelisted or not.

This would be better for air drops as there are multiple non-whitelisted gangs that can come and lose nothing if cops dont show. Same for gang beefs WL vs Non-WL. WL Gang members can’t rob Non-WL members during beef which is a plus and a negative but more negative in my opinion.
