Vin Scratched Car Impound Fee

I understand that vin scratched cars are a big thing but the price to get them out being 999,999,999 and 9999 days is crazy, i think it should be like a month impound fee and maybe half a million to get it back? Could there be any way this could be changed to something a little lower?
