Vehicle Boosting

Right now vehicle boosting, the cooldown between hacks is such little time. You can get the hacks off extremely fast. I would like to see more cooldown between hacks, especially if you fail one. For PD its no fun to even chase them when all they do is highway bomb and before we even attach to the chase the hacks are done because of how fast they can be done.
