Vape, Joints, Cigs, don't work

I cannot smoke joints/ciggaretts/vape i can take the initial hit but the animation never starts and I don't get armor/stress releif over time. I've tried all 3 and flexing X a bunch and moving around. I can fish by using my action keys just fine and I tried right clicking and using the items same result.
