Update Guide/Rules Document

Some of us have noticed that after things are tweaked during updates (like weed selling chapters) they aren’t updated in the guide that many people refer to.
Also there are some rules that I have been made aware of that I couldn’t find in the rules document, such as the 5 minute cop chase timer.
It would be really amazing if both of those could be up to date so we all have accurate information.
