Trucking - Missing delivery person

The trucking job to deliver government supplies to the Uni of San Andreas has no one to deliver the packages to. The ghost truck is here where my car is parked in the 1st picture. Usually on the mini map it shows a yellow truck with a small person next to the truck indicating where the delivery person is. When u do this job it just shows the ghost truck on the mini map but no little guy.

Not sure if hes bugged or what but he should be somewhere pretty close to the ghost truck.
