Trucking Location - No NPC

There is a Chemical run drop off location for trucking, I’ve gotten it 4 times today and every single time the NPC has never shown. Location: Humane Labs. Seems like it’s the only issue I’ve come across.

No way to reproduce it, it’s random.

Where I circled is where the NPC is supposed to be standing. But he never shows. I’ve done this run quite a few times, this is the first day and only one who hasn’t shown so far for me.
