Trucking Delivery NPC F8 Data

Hello, there seem to be a few lingering issues causing certain delivery npc’s not to spawn. Just had one with the below info - We got to drop off and ghost truck spawned/appeared on minimap, but NPC did not spawn and the little yellow person icon didn’t show in the mini map
