SADOT TOWING

Would like to see some sort of whitelist job for towing that could serve as a bridge between new, old, and pd players to gain more interactions.

Could also help in keeping the city clear of clutter better with the ability to impound vehicles to the lot (local and player) when they are found abandoned or someone has hit and killed a local and now the car is just in the middle of the road.

Could add more depth and risk to police chases. Pd would now had a dedicated system to call for tows and impounds. Generates more interactions for both pd and civ players with meeting to pick up the car after the chase. Interactions with the crim and civ at the impound when they come to pick the car up. If its a high enough profile crim the tow might need an escort to the lot cause someone wants to jump the tow truck and steal the car back. Interactions with all players in general with needing repair kits, fuel, tows to shops, transporting multiple cars from one garage to another.

Different tow trucks themselves as well, ones with actually tow lights and light bars so you know theres a truck parted on the side of the road. Could have a couple smaller trucks to run repair kits and fuel. Could have some snatch and grab tow trucks for doing repos.

Should also be a relatively easy whitelist job to get to help players who are new to the city get used to things and the people in the city.
