Make Oxy a corner sell drug

My suggestion is to make oxy a chapter 0 corner sale item. It is easy to get, generally free minus the VPN cost, and I have never had anyone want to buy it. Adding it as a corner sell for a low amount, no one should be getting rich off it, adds a dual purpose for cleaning notes and then selling the oxy, early entry drug selling, and more opportunities to catch people selling. Seems like it would add good interactions for everyone.

With the VU making Oxy runs not as favorable for cleaning notes and the fact that it has always been easy for gangs to get oxy if they need it, oxy is generally useless and most of us just clean notes and throw the oxy on the ground. Even when getting it in envoys, trash or elsewhere, most people just discard it. This would make it a more useful commodity.
