make it so we can't perma lose temex items

Like how cars just end up in impound after a storm if they were lost or stolen or we respawned, would be nice if the impound had a lost and found option in menu where we can also retrieve any temex items we lost (weapons, boomboxes, etc) since they are bought with irl money
