Lack of EMS

Dying in City Life RP and playing as a solo player is the definition of certain doom, having to wait for EMS just for them to not show up, writing decent /311 alerts just for them to not show up and die, having more medics in the city would make it more solo friendly and increase the betterness of RP in City Life RP
