Issues with stancing

After stancing your vehicle in PD Mech Shop, it applies even without generating an invoice by simply exiting out of the menu, and you are also unable to generate an invoice to apply the necessary changes for PD specific vehicles (livery, callsign, etc)

Also, 25K for suspension modifications is insane when a PD vehicle cannot get up stairs like regularly used crim vehicles
