Introducing a penalty system for prank callers

When cabbing I receive a high volume of Calls requesting a taxi, when getting to the destination, there is no one there .

I think when people book a taxi, there should be a marker on their map where they cannot leave until the taxi arrives ,

After booking, they will have one minute to cancel if they don’t cancel in one minute they are tied to the fare , if they leave the marker before the taxi arrives. They will incur a penalty of $500.

They will have to wait five minutes for the taxi to arrive , if the taxi does not arrive after five minutes, the market will disappear and you are free to leave the area , the taxi driver may be on their way, but it is not the customer’s fault if the taxi took over five minutes

This does sound complicated, but it is just one idea. I have to stop prank callers.
