Improve EU access to money cleaning

The problem
Proxy runs pay $25 per roll, while Vanilla Unicorn pays $50. However, VU currently opens twice a week from around 2am UK time, making it difficult for most EU players to access. This means EU players often receive half the payout for the same criminal activity, purely because of their timezone.

Potential fix
Allow an authorised VU employee to offer money cleaning during EU-friendly hours, without requiring the club to fully open or host an event. Even a short, scheduled window would help, while keeping the service player-run and creating more RP opportunities.

The aim is to give players in different timezones a fair opportunity to access better cleaning rates while preserving VU’s value as a business.
