Yesterday the Hunting Tournament was held at the Military Base, me and a few friends went to the spot with the necessary items to succeed, but it kept saying “Not high enough chapter” for every single one of us.
This is a video file of attempting to do the hunting tournament inside Fort Zancudo. Can we get confirmation that this is supposed to happen or not? I feel like everyone should be able to participate in any tournament.

Not high enough chapter when you tried to do what action?
Was this skinning an animal?

Ah no, I believe it was mainly because the tournament was outside the hunting zone that people too low of a chapter couldn’t participate
