hair "fades" not sticking after flying out

after applying and paying for a hair fade it always gets removed and reverts back to -1 when flying back in. Applied fade 14, paid, and spent some time in city then flew out. When I flew back in I noticed it was gone and when I went back to the barber it was reset to -1.
