GROUP MAX CRIMS/COPS

ive noticed that in scenes there is seemingly every cop thats on duty on the same scene sometimes 20/5 against crims. ive seen plenty of scenes where the 5 crims just get over run with 5-6 cop cars and air 1 on them. it would be cool if there was a 2-1 rule in place so at max levels for example if its a full group of 5 crims there would only be 10 cops on that scene in say 3-4 cars and air 1. anything below this would be considered free game for numbers up to a max of 10 cops/scene 1 crim could still face 10 cops but less likely.

i think this would be an overall good change for the city giving more balance to scenes and also making the city feel better as a whole with cops being spread out and on more active scenes rather than the whole lspd focused on 1 scene.

further there could also be a rule that if crims are only using pistols that cops could also only use pistols. again this is just a balance thing for newer crims who dont have class 2s and 3s, and of course the moment 1 crim in that scene uses class 2 or 3 the cops have free range to use whatever they want to deal with the threat.

in my opinion cops should never be the first ones to shoot UNLESS crims are overly aggressive in pitting off cops from a chase and have warned crims that if that action continues they will open fire….. obviously there plenty of circumstances that would warrant an officer opening fire on crims…. ie, crims brandishing weapons in a threating manner towards pd or civilians with intent to shoot this will obviously vary scene to scene but i have seen cops open fire on tires before a police chase starts because they didnt like what the crims were trying to do ( maybe multiple vehicles in exchange for multiple hostages ) things of that nature anyways just ideas.
