Garbage bug

On the one route that is north near the main bank, 90% of the bins say empty. Only a few select spots can you grab the trash. Experienced people learn this, but it is highly frustrating for new people who abandon jobs, or waste their time thinking they doing something wrong. I will post a video clearly showing the area and bins being empty, along with the area where the bins work. Thank you.
