fun crim things to do when cops aren't in city

Is there a way to open up house robberies to when cops aren’t in city also? Maybe limit it so it can only be done at nighttime and add more factors that make it a lil more dangerous - ie, hostile locals inside the home or for luxury homes, security guards inside. Or give us fun ways to make money when cops aren’t online that is outside of drug sales?
