Fishing Tournament Not Showing Up

I have had to have people tell me where it is because I sometimes do not get the ping. I get there, rod and bait in hand and wait for a few min with other people and nothing happens. Sometimes I have gotten in them, sometimes not. I am not sure what causes this.
