Crime Rebalance

I feel like crime needs to be looked into, currently the system incentivises house robberies. The money you can make is so lucrative with essentially 0 risk that most people just won’t bother with the risk of going to jail and being set back. Compared to banks, where you have to complete three chases to get your money (container, bank truck, bank) if you spend that time just doing houses you end up with way more. The only thing that competes with houses is Vangelico which is why it’s always being hit. There’s 0 upfront cost for a decent reward unlike other avenues of crime that require equipment that’s hard to come by (thermal charges, drills, red usb key). If you don’t believe me, just watch Pawn Shop as soon as there are 3 cops in the city. Within 30 minutes you’ll have at least 25 people selling shit non-stop.
