Cops shooting out tires

When cops are at a disadvantage all they mention is there gonna shoot out your tires if you dont stop.

Can we do something about this make a rule where they cant just shoot your tires 30 seconds after the interaction your doing. its very unrealistic and is the most insane way to lose a chase when you cant even drive. At this point there people not even doing crime because of the abuse PD has when all they do is shoot out tires.
