Can't shoot or punch while using Push To Talk

For whatever reason, since starting CityLife 8 months ago, I have been unable to shoot or fist fight if I’m holding down my PTT. It is extremely inconvienent and I have lost stuff because of not being able to properly defend myself in a heated moment. Here is a clip of me demonstrating. At timestamp 00:02, I begin shooting, and for a moment I am not using my push-to-talk, but as soon as I do, I stop shooting. At another timestamp 02:27 I decide to just send it and shoot without talking, and it works perfectly.
