Cafe Rojo Suggestions

Locals spawn in and take up a lot of room inside of the restaurant, like most of the seating downstairs. Is there a way to prevent this from happening?

Also, Cafe Rojo is not on the Services app and therefore has no indication that its open outside of Birdy posts!
