Boosting Adjustments

In my personal opinion I think Boosting still needs adjustments, most people doing Boosts just highway bomb it and can get the hacks off before police even respond. I would like to see the time in between hacks increase again and add more risk. Right now if you fail a boost/PD seizes it all you lose is GNE but you should also lose reputation in boosting. Failing enough hacks should also kill the engine.
