Boost car not spawning and contract disappearing

twice ive tried to do C class boosts and get to the location with no car anywhere. then i look at the laptop and the contract is no longer there. the most recent time i found the exact car in a normal boost area but with different plates. however, it wouldnt let me start it with ecu, but with the lockpick it would say “cant use on this vehicle type”
