ATM Manual Detatching

If someone detaches an ATM after its already been ripped from the wall it should not be able to be opened. Many times have I been seeing people exploit this and rip the atm off the wall and shortly later detach the atm in a bush. They will then sit nearby and wait and see if no cops come. Having no risk of getting caught is not RP.
