5 minute rule

This is a polite request to put the 5 minute rule for chases into the city robbery rules. I was told that i broke rule that isnt in the city rules document. And now dealing with a punishment which i will serve. But this is a serious rule that needs to be shared for not only upcoming criminals but also for the fairness of pd because if the rules are known only on one side how can a city follow them without punishment
