EMS Job clock out

When clocking out of ems, We can still see all the ems menus in the Z-Wheel. It also allows us to open the MDT and use it.

We used to be able to just clock in and out of towing or another random job to get rid of the ems perks, but now it doesnt work.

Please make it so when we clock out, it removes all ems perks until we clock back in. OR, make the other jobs take the ems perks away until clocking back in
